The administrative leadership of the Agency would like to apologize for our slow or negligent response to claims of a cheatgrass infestation in California. Our coordination with state and local agencies did not meet its historical level of quality and frequency. Our subsequent investigation has determined that our failure to respond in a timely or effective action jeopardized crops in California wine country and elsewhere. We attribute the responsibility of this failure to a group of rogue low-level employees in our Cincinnati office.
